Like many organizations today, the Insurance Fraud
Bureau of Massachusetts relies on its website to help the
public find information and report suspected fraud.
With most web traffic now happening on mobile devices, a
website needs to work just as well on a phone as it does on
a desktop. If reporting fraud is difficult or confusing,
people may give up before submitting important
information.

The updated website was designed to make the process
easier, faster, and more accessible—helping
Massachusetts residents report suspected insurance
fraud with confidence from any device.

The Challenge

The Insurance Fraud Bureau of Massachusetts had an
outdated website that was difficult to use, especially on
mobile devices. Information was hard to find, the user
experience felt disconnected, and there was no clear
customer journey to guide visitors toward important
actions like reporting suspected fraud.

For an organization that relies on the public to submit
timely information, the website needed to be easier to
navigate, more accessible, and built for how people
browse today.

Our Strategy

To solve these challenges, we redesigned the website
around the two key audiences who rely on the Insurance
Fraud Bureau: members of the public looking to report
suspected fraud and industry professionals seeking
resources, education, and support.

The goal was to create a clear customer journey for each
audience, making it easy to find relevant information and
take action. We streamlined the navigation, improved
content organization, and implemented a mobile-first
design to ensure a seamless experience across all devices.
From planning through launch, we handled the entire
process, including user experience strategy, sitemap
development, responsive design, content restructuring,
and technical implementation. The result was a modern
website that better serves both the public and insurance
professionals while making fraud reporting faster and
